Not a formal theory or anything, but struck me earlier today that Bloodraven has only taught Bran two magical abilities
- skinchanging, primarily ravens
- looking through the weirwoods into the past and present
Additionally, he has also promised magically
- That Bran will be able to see beyond the weirwoods and animals eventually
- That he cannot make Bran walk again
Finally, while Bloodraven has not mentioned teaching it to Bran, we do know that the only other magic Bloodraven is confirmed to have is and would therefore be capable of teaching Bran is
- the ability to send dreams
- the ability to employ a glamour
Now maybe I'm forgetting something, but it seems that's some pretty specific magic. That's pretty much all espionage and intelligence magic, is it not? Skinchanging animals allows Bran to see what they see, and ravens in particular would be the most likely to see interesting stuff around men given their ability to fly and use as messengers. Looking through weirwoods allows Bran to see what they see, past or present. Looking beyond animals and weirwoods again allows Bran to see what they see. The ability to send dreams creates the ability for Bran to send information. The ability to employ a glamour allows Bran to collect information in disguise.
Basically, all the magic Bloodraven knows, is capable of teaching, and is teaching Bran is spying magic. Bran is being trained to be a spy.
While voice might have something to say about this next part, Craster sacrifices his sons to the Others. We do know that Craster is an old man by 299 when we meet him. We do know that Craster has old daughters that would've been born decades ago due to their age. If Craster's been sacrificing his children for as long as he's been having children with his wives, then it can also be guessed at that he's had something to sacrifice to since then also. We know that Bloodraven went missing in 252, 47 years ago. That's right around the same time that Craster would have been starting sacrificing his sons. That's an interesting coincidence that Bloodraven goes missing around the same time there's evidence that the Others might have started recruiting.
Now the Bloodraven bit is a bit of an aside and educated guess as to whether or not he disappears at the same time Craster's sons start getting picked up, but it's undoubtedly that the magic Bloodraven seems to know is best used for spying, as he himself used it before he went north
And Bran only seems to be being taught the same stuff. It's my guess that Bloodraven was/is the Others' spy, willingly or unwillingly, as the Others are currently planning on invading Westoros but haven't had any new intel about their enemies in 8,000 years. A spy for them is simply logical, and Bloodraven could've gone missing right when they started being active again. But Bloodraven is now dying. It's time for a new spy. That person is Bran.
Worst comes to worst I see two guys who have perfectly good spying abilities, and only one group who's invading and needs to update their intel about their enemies. In which case, if Bloodraven and Bran aren't currently spies, that's what the Others want them for and why the chased Bran.
Or it's all just a coincidence that Bloodraven and Bran only can do magic that perfectly suits spying.

How many eyes does Lord Bloodraven have? the riddle ran. A thousand eyes, and one. Some claimed the King's Hand was a student of the dark arts who could change his face, put on the likeness of a one-eyed dog, even turn into a mist. Packs of gaunt gray wolves hunted down his foes, men said, and carrion crows spied for him and whispered secrets in his ear. Most of the tales were only tales, Dunk did not doubt, but no one could doubt that Bloodraven had informers everywhere.
