What else can you think of that took less time than TWOW?
Sistine Chapel: 4 years (1508-1512) Eiffel Tower: 2 years (1887-1889) Moby Dick: 18 months (circa 1850-1851) Mona Lisa: 4 years (1503-1507)
That's all I can think of right now...
“Never forget what you are, for surely the world will not. Make it your strength. Then it can never be your weakness. Armour yourself in it, and it will never be used to hurt you.” ― George R.R. Martin, A Game of Thrones
And those books got quite long winded toward the end, too.

If you want to start with 1996 and go with a 20 1/2 year timeline, the rein of George VI was completed in 16 years:
World War II lasted 6 years in Europe (1939-1945) 8 years in the Pacific (1937-1945)
He just surpassed Vietnam, which lasted 19.5 years (1955-1975)

In GURM's defense, Stephen King's The Dark Tower was his magnum opus, and took 32 years between 1970 and 2012 to complete 8 books.
However...
Between 1970-2012, I counted 65 books including novels, novellas, and anthologies that King released in total during those 32 years. I didn't count how many pages in total. That's an average of roughly 2 books a year, though.
Not only that, but if we take 32 years, that's an average of 4 years per book. Right now, GURM is at the 4 year average with 5 books in 20 years, so if he can churn out 2 books by 2024, he can compare his series to King's regarding gardening.

I see it a bit differently. King, unlike Martin, has thrived with achievement. Popularity seems to motivate King to write, again and again. With Martin, popularity seems to serve as capital for yet more popularity, and fund his social ambitions (cons, cocktoe, Emmys).
I can only speculate as to the reasons, but I think this drastic contrast is to be expected given their very different lives and origins.

Yes, King actually likes his fans and is a lot more disciplined. I liked his 6 page a day rule. Hell, imagine that was your job. Write 6 pages. You already claim to know the story. College students probably write that much in certain curricula.

The Civil War. Yes the South seceded from the Union, The North released the Emancipation Proclamation, the US engaged in the bloodiest war in it’s history, and began starting reconstruction all in less time than it has taken George to write TWoW.
Now keep in mind that we are quickly approaching the timeframe for the Revolutionary War! That will be a milestone indeed because if he hits that we can say that the founding documents were written and passed by Congress then they set up our entire government which serves as the foundation of all of Western society which influences all the world, went to war and fought for our independence all in less time than it too George to write TWoW.

At about 5 years per book release, GRRM's gestation period is even slower than the slowest of all animals:
Octopus Broods Its Eggs For 4.5 Years, Longest For Any Animal
Mayhaps, you will add, but the octopus does not have to contend with sundry distractions such as other people's books or conventions.
Btw, this creature is apparently a Deep One.
"Arya did not dare take a bath, even though she smelled as bad as Yoren by now, all sour and stinky. Some of the creatures living in her clothes had come all the way from Flea Bottom with her; it didn’t seem right to drown them."

Is it easier to get a bunch of fictional characters to Mereen or to put a man on the moon? The verdict is still out, so far WoW is still ahead of schedule compared to the moon landing, but if GRRM doesn’t finish soon that may not be the case.
IN 1961, JFK announced in a speech that the US would land on the moon. That was realized in 1969 just 8 years later.
