A prequel feels like it has less pressure on it [than a spin-off]. [Author George R.R. Martin’s history of Westeros] gives you areas in which to say to a writer, ‘If you were going to do this, then go flesh it out,’ and we’ll see what comes back. But I don’t feel any pressure that we have to have something.
Whenever a prequel is discussed there are a lot of people that bring up Roberts Rebellion, and even though I personally would like to see a young Robert Baratheon and Ned Stark bring down the Targaryians I can’t help to think it would boring. We all know that regardless of any hopeless a situation that Ned and Robert find themselves in we know that they are going to live because we already know how the die. Also, if there is a major character in the prequel good chances he’s going to get killed off because if he did survive why wouldn’t he be in the main story line?
If they do a prequel it makes sense that they either explore the Dunk and Egg stories, or explore a different era of Westeros or Essos. Maybe Valeria?
What do you hope they do? Prequel or Sequel?

Prequel hell yes.
Sequel hell no.
HBO shows that the further they stray from Martin's work the shittier it becomes. Robert's Rebellion, the war of nine penny Kings, the Blackfyre rebellions, war of conquest, doom of Valyria, etc. No storage of offers awesome stories that they can draw on from Martin but Martin will never have time to write. It could be the next Star Wars.
Darkstar will be the next Vulture King.
