Well, it's important to keep the perspective!
I see the Stark's as central to the story, and Lyanna, though dead, is a very important Stark, and she affected this current generation with her actions. She and her promises haunt Ned, and have influences his past and current decisions. Brandon and Rickard are dead Starks but I don't think they are as central to the story as Lyanna is.
They are, but I'm unable to not see the bigger picture as well, and that moderates my view.
And it's probably influenced of my bigger interest in Rhaegar and Arthur and their actions at the time, so she ends up back in the line.
I have often wondered if her releasing Jaime, and for him to at that time begin his reformation or development into a better person might not be the the thing that ends the Stark-Lannister war, and maybe even saves Westeros from the great threat that is coming for it (I am not sure that that threat is the Others, or dragons, or something we haven't seen yet) but I think Jaime, and the man he will become, is important to that end game.
So, while Cat's intention was to save her daughters (and cost her Robb's life, ultimately), her decision to release Jaime might be hugely important to the end game. It still pisses me off, but I wonder if GRRM won't throw something like that at us!
I definitely see the narrative value there! Seen from in-story prespective I think she should've been kept in a tower somewhere... It irritates me to no end how she wants to be a war advisor, when her experience is limited to growing a baby in the last one. At times it's hard to not wonder what she's really up to!
Perhaps her one redeeming action will be that release, as I too think Jamie will play a crusial role in the story to come. At the very least the story would be highly diminished without his arc, as he's one of my biggest favorites!
