Well, this chapter took me everywhere and has taken forever to finish! But, as little was connected to parentage I will leave that alone here.
The parentage question that rares it's bald head here is Varys!
Now, most seem to think Varys is a Targaryen of some sort, and I agree with that.
Hairless as an egg - makes you think of Egg of course.
Purple silk - personally this makes me think of Dany. I probably should do a search for it, but this is my personal connection for now.
Slippers - in my mad search for things in this chapter I also made a search for this. It was quite interesting actaully! With a total of 32 mentionings in the books, we get this: Dany wears them 10 times, Varys 9 times, Arya 7 times (at Harrenhall, but mostly at tHoBaW), twice as bridal wear (Sansa and (f)Arya), twice for Maester Caleotte (who is also bald as an egg, btw) and twice for Tyrion as a slave. So to me this points to Targaryen via Dany, Varys wearing them and conceled identity via Arya.
Lilacs - makes me think of Viserys' eyes, but I did make a search! Mentioned 18 times in the books in total.
Viserys' eyes x 6, Varys' perfume x 2 and his clothing x 1, Arya's dress at Smallwood's castle, Lady Nym's dress, Daeron's clothing after abandoning his blacks, to Lysono Maar, the colors Hizdahr's family uses, and the Volanteene nobility with their Valyrian blood. So the main link with lilac seems to be something Valyrian.
Of these, I think Lysono Maar is the most interesting. He has all the Valyrian - Targaryen looks, but also he sounds like an ungelded version of Varys. Both are spymasters, and they both use genderbending mannerisms to unnerve people. One interesting detail is that Maar is the word for a broad, low-relief volcanic crater caused by a phreatomagmatic eruption (an explosion which occurs when groundwater comes into contact with hot lava or magma). A maar characteristically fills with water to form a relatively shallow crater lake which may also be called a maar. (Source) Obviously this makes me think of Valyria and the Doom.
This is all I found on parentage in this chapter.
Buuuuut! I was promised a green herring when we got to this point, and I want it. So I derail the thread in the OP. I'm ready as an egg, Wraith !

The man who stepped through the door was plump, perfumed, powdered, and as hairless as an egg. He wore a vest of woven gold thread over a loose gown of purple silk, and on his feet were pointed slippers of soft velvet. "Lady Stark," he said, taking her hand in both of his, "to see you again after so many years is such a joy." His flesh was soft and moist, and his breath smelled of lilacs. "Oh, your poor hands. Have you burned yourself, sweet lady? The fingers are so delicate … Our good Maester Pycelle makes a marvelous salve, shall I send for a jar?"
