The Freys might be shitty to the whole of Westeros who looks down on them, but Lord Walder does do one thing rather well: he takes care of his children and other relations. Sure he may not give them special attention, nor remember all their names, but he is decent to them by providing for them a place to sleep, a hearth to keep warm by, and food for their bellies--when many other lords might turn out extraneous children. He may not be the best of fathers, but he does his duty to his blood--that much is certain. Thoughts?
