Last season I was sure it was going to turn out to be Daario, if for no other reason than the fact that his motives are dubious and he was one of the only named characters in Meereen besides Hizdahr, giving us a far more limited list of suspects than the books.
I still remain suspicious of Daario, but I'll admit the reason is weak; it has nothing to do with the story itself, but rather the choices that D&D are making. Daario is not a popular character in either the books or the show, he hasn't done anything massively important, and from Season 5 onwards D&D have been going out of their way to get rid of as many plotlines and characters as they can to (presumably) tighten the focus for the end game. So why the hell is Daario still around? Does he still have some important plot function to fulfill? Why was he so reluctant to bow to Dany at the end of the last episodes?
I think Varys has potential as well, but he'd really be a much better suspect if the show was doing the Aegon VI plotline; as it is, the only reason I can think of that he would plan these attacks is if he's trying to push Dany westward, and not actually trying to kill her.
I never thought I'd say this, but I actually wish the show had included the Shavepate and the Green Grace; Book Meereen looks more interesting by the day, in comparison to show Meereen.
i think the Harpy is just a collection of the conquered masters who are operating a terrorist cell type resistance. i think the masters of yunkai and astapor are involved as well, but there is just a collective group who are anti dany, anti dragon, anti freedpeople that are working to subvert her rule. Hizdahr has to have some connection to them, but i don't think he's high up in the organization at all, just a puppet/figurehead they are using to help remove the dragons.
It would show dany has shit for judgement if Daario turns out to be the Harpy...
