I think he still has a role to play regardless of his plans. He has the Vale army and a great deal of food stored up which will prove instrumental in surviving the probable Long Night 2.0
He has one thing in particular which is not shared by a lot of other main characters.
He has unlimited ambition, he 'wants it all'; (i can't find a relevant quote with these words, i think I must have heard that in the show, but it sums him nicely).
Few others have this unlimited ambition:
Cersei surely, as she will stop at nothing to further her cause (or her children's), but does she have the cunning?
Varys certainly, but his long term plan is still hidden; i find it hard to believe he just wants some Targaryan back in charge.
Daenerys probably not, she wants to IT because its her birthright but she occasionally has self doubts, olive trees, lemons, red doors...
Baelish wants it all for himself and has the ambition and cunning to get there; he has already got a very long way.
I actually disagree with that he actually wants to be King of Westeros, especially with the way the show does it. The whole chaos is a ladder/ I want is all spiel is from the show. Being King doesn't give you all the power just ask the last three kings of Westeros. I think it more likely he wants to be the Hand of the King and he will help raise up the right person to the throne.
I am firmly in the Varys is a Blackfyre supporter, he could have easily put a good Targaryen on the throne i.e. Rhaegar but clearly manipulated Aerys against him.
Cersei is going to crash and burn hopefully sooner than later.
I feel that Dany will end this series as a villain , whether by choice or circumstance.
Who has been able to work him out?
- not the Starks, who fell headfirst in his traps
- not Cersei who has let him become more and more powerful
Tyrion has, but was not able to do much about it and ultimately paid for it.

I'd say Varys, as he is well aware of Baelish's ultimate goal.
I think the story needs the Baelish and Varys characters; the real world has plenty of them. I would not be surprised if they both last - most - of the distance.
Vary's dragon plans are moving along.
Baelish is ensconced in the Vale; if that does not work out, he can reappear in KL where the reigning Lannister of the day will be in dire need of shrewd advice.
Even Varys doesn't grasp what Baelish plans in his discussion with Varys in the first book and he has basically everyone else figured out. I still say he was willing to work with Ned until Ned insisted on Stannis as King.
Varys and Baelish are easily to the two best players of the game of thrones and its by a pretty big margin. I find it hilarious that their protege's will like end up together (Sansa and Aegon). Fun fact both Varys and Baelish are referred to as jugglers... not sure what to make of it.
Baelish mentions to Sansa that Westeros will not survive the "three queens." Two are obviously Cersei and Marge. I think the last is Dany. I don't really think he is a secret Targ supporter but he has done a great job at getting her enemies to destroy themselves and leave Westeros ripe for invasion. Oh and he kept her from getting killed by a Faceless Man. Techincally true I suppose.
