Dayne's have a role to play in the South, not in the North. Granted it might be all the same depending on how fall the Others get.
The Dayne's certainly have the southern imagery going on, even with such phrases like "The Sword of the Morning still hung in the south, the bright white star in its hilt blazing like a diamond in the dawn" certainly seems to connect to the south. I have wondered if long ago, the Stark's were meant to be the Kings in the North and the Dayne's were meant to be the King's in the South, but something went wrong, and the Dayne's eventually lost their territory.
Also, I am super interested in the idea of the Sword of the Evening office and what it could imply?
Q- What happened to Ser Arthur Dayne's sword Dawn after Ned brought it back to Ashara?

And yes, it seems that GRRM has plainly stated in an SSM that Dawn is at Starfall! But sometimes he is tricky with his wording, although in that SSM I can't quite pick out where the trickery is, so it might just not be trickery at all, but the truth! I accept that most of my wild tinfoil will turn out to be wrong, but... These are just reported correspondence with fans, correct? What if the actual quote was not quite worded this way? And recently, the "shall arise" is rather interesting to me, and I wonder how it might be related to the idea of "a king shall arise"
Arise is not used much in the text and a few stand out to me as possibly important in regards to this SSM and the idea of rising or to "arise" that we hear from Aeron Greyjoy and his drowned men:

So, this sticks out to me for some reason, and I wonder about Gregor, Brienne, Gendry and Robb (I know he is dead, but is is he dead dead or just mostly dead?). And this idea of a person who will "arise" and claim Dawn.
I might just be spinning more tinfoil...
